Founder & Executive Director, Health by Wealth Collective (HxWC)
HxWC is a technical support and assistance hub leading a national grassroots movement to transform child and family health by integrating economic mobility services into health care. 35 members in 11 states and D.C. Over 20,000 families have claimed $35 million in tax returns.
Health policy

As a Robert Wood Johnson Health Policy Fellow, Dr. Marcil focused on building bridges between clinical medicine and federal policy, with a particular focus on maternal cardiovascular and mental health policies as well as more general health policy (ACA, Medicaid, PBMs, biosecurity).
Founder, Doctors for Spanberger (2025)
Created a grassroots network of doctors across Virginia in support of Governor Spanberger's election. Gathered 115 signatures from 32 cities and counties.
Policy advocate & educator
Dr. Marcil has provided testimony for the Massachusetts legislature, conducted policy briefings for Congress & the White House, and innovated pilot programs on tax credits, paid family leave, and child care policy. She is a chapter author in the forthcoming Health Care Advocacy (Second Edition).

Maternal & Child Health Systems
Dr. Marcil is writing a book telling the compelling story of social and economic pressures driving the maternal health crisis in the United States – and importantly, sharing a roadmap to fix it. This book is for both the public, who seek change but are unsure where to start, and policy makers, with tools to create healthier policies.
Pediatric consultant, Jacaranda Health - Nairobi, Kenya (2016-2017)
Developed high-quality newborn care system serving 150 newborns monthly. Conducted needs assessment, developed evidence-based protocols. trained 20 mid-level providers, & led evaluation.
Public health consultant, BRAC - Dhaka, Bangladesh (2012-2013)
Evaluated community-based strategies used to create & scale a maternal-child health system for 6 million people in urban slums. Funded by the competitive Lipitz Policy Award. Published a guide.
HIV/AIDS & Community Health Peace Corps Volunteer, Catholic AIDS Action - Walvis Bay, Namibia (2006-2008)
Orphans & vulnerable children: developed a comprehensive care program for 50, including training staff, raising funds, and running 3 health & leadership camps. Women: created a health course for imprisoned women and mentored a women’s savings club.
